Bicycles

Bicyclists and operators are required to use the storage racks located throughout the UNL campus. The use of a heavy-duty lock system is recommended to discourage theft. UNL regulations prohibit attachment to trees, posts, signs, stairwells, or handicapped ramps. Bicycle or found secured to any object other than racks are subject to confiscation by the UNL Landscape Services Department. They will be held at the UNL Police Department for 30 days and, if unclaimed, will be sold at public auction.

Bicycle owners are encouraged to register their bicycles on campus. Permits are available at the UNL Police Department 300 N 17th Street at no charge, from 7:30 AM to 4:30 PM, Monday through Friday. Proof of ownership is required when applying for a permit. In the event the bicycle is lost or stolen, the permit information provides valuable assistance in locating the rightful owner.

Bicyclists are encouraged to "walk" their bicycles when there is heavy pedestrian traffic on campus. Care should also be exercised in riding on streets in or near campus. Dirt-biking is prohibited on campus.

Definitions

Employee
A person who works at the University with a faculty/staff appointment on a full time, part-time, temporary, or on-call basis, as long as this employment is the individual's primary purpose on campus.

Motor Vehicle
Any mechanically or electrically powered device that transports persons or property (i.e., trucks, automobiles, motorcycles, snowmobiles, mopeds).

Parked Vehicle
Any vehicle without a driver present and/or unattended is considered a parked vehicle.

Permit Holder
A person who has been issued a current University of Nebraska parking permit.

Registered Vehicle
A vehicle that has been properly registered with the Parking and Transit Services office.

Reserved
A stall and/or lot reserved for specific persons, departments, or vehicles. No other vehicle is allowed to be parked in these areas.

Student
Anyone, other than an employee as defined above, who is registered at or attends the University on either a part-time or full-time basis during the school year. A Resident Student lives in a residence hall, fraternity, or sorority on campus. A Commuter Student lives off campus. Student employees, including graduate students, are considered students (not employees) when purchasing parking permits.

Valid Parking Permit
A valid parking permit is a hang tag or sticker issued only by UNL Parking and Transit Services. Note: UNO, UNMC, and UNK permits are also valid in these designated areas: students in student lots (Area C and Perimeter lots only), and staff/faculty in staff/faculty lots (Area A and Perimeter lots only).

Vendor/Contractor
A company or person doing business with the University. Vendor / Contractor permits are not to be used by faculty, staff, or students.

Guest/Visitor
Visitors are persons (other than students, employees, and vendor/contractors) who occasionally visit UNL for scholarly work, pleasure, conferences, or business.

Liability

The University of Nebraska assumes no liability or responsibility for damage to any vehicle parked on University-controlled property.

Parking Facility Changes & Closing

The University retains the right to change or close, either temporarily or permanently, any campus parking area or facility. UNL Parking and Transit Services will give advance notice of parking area changes or closings whenever possible.

Parking Meter Operations

• Meters at the University of Nebraska-Lincoln are enforced from 7:00 AM - 7:30 PM, Monday-Friday and 7:00 AM - Noon on Saturdays. You must pay to park at all meters on campus during the listed hours of enforcement. Lack of change while parked at a meter is not a legitimate justification to avoid a citation. 
• Meters are not enforced on Sundays, or National Holidays when the University is closed for business.
• UNL meters accept and operate on U.S. nickels, dimes, and quarters only. No Canadian coins, other foreign coins, or tokens are authorized by the meter program.
• "Backing into a Meter" is a violation of UNL Parking rules and regulations and may result in the issuance of a citation.

Meters and Locations

• The UNL Parking and Transit Services have meters located throughout both City and East Campus.  In addition, the City of Lincoln has parking meters on many of the city streets adjacent to City Campus. If you park at a meter owned by the City of Lincoln, you are not allowed to add time to the meter after your initial deposit of coins.  You may use the UNL meters and add money as often as you like.
• UNL meters have maximum time limits between 30 minutes and 4 hours. Make sure you check the meter closely to determine the maximum time allowed.  The 30 minute meters are intended for short time deliveries or use. They are not intended for use by students attending class.
• The rates for parking at meters on UNL are $.50/hr, $.75/hr, or $1.00/hr. The rates are displayed in the dome of the meter.

Meter Maintenance and Repairs

• "Out-of-Order" reports come from customers, enforcement personnel, and regular audits performed during collections. 
• In order to report meters "Out-of-Order", call 472-1800 or stop into UNL Parking and Transit at 625 Stadium Drive, Suite A.  You will be asked the meter number, location, a description of the problem, and the time of reported malfunction when you make your report. If you received a citation, you will need the citation number.
• You may not parkat meters flashing "Failed" or "Out of Order".
• UNL Parking & Transit will not issue refunds for any monies deposited in the meters.
• If you receive a citation when you believe the meter has malfunctioned, and the meter is diagnosed as malfunctioning by the meter technician, the citation will be voided.
• It is the goal of UNL Parking & Transit to inspect and repair all meters within two business days of being reported. All meter maintenance is accomplished utilizing a handheld diagnostic computer, as well as the cycling of coins through the meter.
• To determine the status of a meter repair and any citation received at a reported malfunctioning meter, you will need to call back in a week to receive the report on meter maintenance and repair.

Ride Sharing

The University encourages ride sharing to maximize the effectiveness of its facilities and promote awareness for the environment. Individuals who commute to campus may share in the use of a permit, saving on the cost of the permit, as well as on gasoline. The permit, however, must only be placed in vehicles that have been registered to the permit.

Severe Winter Conditions

There are times when snow depths or weather conditions interfere with normal conduct of University business and transportation. All permit holders who must drive to campus on these days are urged to park in their respective parking lots, parking only in those lots that are clear of snow. Students and employees are encouraged to use available mass transportation if possible.

Traffic & Parking Regulations Changes

No changes in UNL parking regulations will become effective until approved by the Vice Chancellor for Business and Finance. Regulation changes will be sent to the UNL Scarlet and Daily Nebraskan for publication prior to their effective date.

Unlocking Vehicles

As of June 1, 2004, University Police no longer provides vehicle unlock or jump start services. Because of enhanced door construction, side airbags, plastic interior door components and sophisticated electronic systems, our ability to enter a vehicle using a simple tool no longer exists. However, University Police will respond to requests for assistance if a child is locked inside a car. In either case of a locked vehicle or dead battery, University Police will notify a locksmith or service provider if requested by the stranded motorist.
